Must the referal up to 25 active users cuz u said once one active user has 4k and one hav not up to 2k he has cover d oda one den can one person put 10k to cover 5 pple?

But there are two things here, which are closing balance and number of active accounts. You will still need the certain number of active accounts regardless.
